1057 Metadata error - RepositoryLayer.RLRepository Error

In MSA when going to generate BDOCS on client via client console we are getting this message:
Error creating object of RepositoryLayer.RLRepository Unknown Error
1057 Metadata Generation Failed.
Generation would have failed for atleast 1 BDoc.
Make necessary corrections suggested for these BDocs and Generate them again.
Some dlls are missing. Use "Check dll" feature to detect the missing dlls.
This is regardless of BDOC selected and on a PC that has just been rebuilt so is clean. We have removed MSa and reinstalled it again but the issue persists.
It will Check and View the dboc with no issue.
What dll could cause this if that is the issue ?
Has anyone had this meaase before - If  so how did they resolve it ?

I don't have a geometry but I'll include the xml I'm passing in to geocode (it is successfully geocoded) and the xml I'm passing in to reverse geocode (this is where i get the exception)
