9iLite Applicability for Distributed Branch Imaging App

I would like some feedback/experience about the applicability of 9iLite to this application:
A branch office image capture application is proposed that would be distributed out to about 5000 branch offices. The necessary data model is a simple transaction/detail-item structure, but with each item containing a front and a back jpeg image BLOB of about 20-50KB (40-100KB total per item). The volume of items per office is on the order of 2-4000 per 8 hour day.
The application must capture both the data and images in a single unit of work. The data portion should be transmitted ASAP to a central site (Oracle9i cluster) for processing. The images may be transmitted later at off-peak times to conserve WAN bandwidth. There is a desire to be able to selectively control the transmission so that certain groups of items can be transmitted before others. There is also a suggestion that the images may be better stored outside of the DBMS at the central site, so it should be possible to deliver the images without having to use a DBMS as an intermediary.
A typical deployment will be on a single Intel machine (Win32 or Linux) per branch that processes messages from various CSR desktop business applications. The proposed capture application is to be written in J2SE 1.3 or above.
