Action Withraw Correction or Pass to Correction Test

Question

Hi there,
We are testing our Change Request Management and Service desk and
everything seems to be working fine so far. However, we have few
questions regards SAP user roles. We are in the developer phase with
action set to “In Development” as you know you have the following
Selection in Action button.
- Logon to System (DEV System)
- Release Transport Requests
- Pass Correction to Test
- Withdraw Correction
- Create New Transport Request
- Create Task
- Critical Transport Objects
- Go to Task Plan
For an example we will look at the Operator role.
Our Operator has following roles:
Z_CM_SMAN_OPERATOR
Z_SOCM_IT_OPERATOR
If a operator or tester or change manger when you click on the "Withraw Correction" or "Pass to Correction Test" that a program popping up to ask to Create New Trasnport Request at the DEV system for an Unauthorized user and end up creating a Transport Request eventhough user does not have permission to perform that ACTION. If you go to the DEV system to see if there is/are any transport request associated with that user name and ticket number, you
will see one in the dev.
we have the same problem in tester user role and change manager user
role. We want to restrict the following actions where only Developer can
perform: "Release Transport Requests", "Pass Correction to Test" and
"Create New Transport Request". How do we go and do this?
My other question would be? When you execute the actions "Pass Correction
to Test" or "Withdraw Correction", why does it asking to Create new
Transport Request"? It should just spit out with an error stating, you have no authorization to perform the this task, rather than creating the trasnport request, no authorization error only comes after it creates the transport request.
I understand that solution manager uses the satellite user: SOLTMWSMD001to create transport request. But we want to restrict our tester or operator from performing those actions that mentioned above.
Does anyone have tested this functionality?
Please advice on this if anyone knows how to resolve this problem.

1) Yes Status was set to "In Development". when you are on the Created state, this is not the case, it will just give an error to operator/Tester that they do have authorization to perform that task
2) I haven't tested this functionality against the normal correction, since we haven't implemented projects. Only Urgent Correction
3) That is correct, TP did create a Transport Request in the DEV system. actual functionality works fine. I was testing if Tester/Operator can withdraw or pass correction to test, and get this new pop up window asking to create a transport request.  For an example. Let's say that DEVELOPER release the transport but he didn't Pass the correction for test yet, and meantime tester/Operator or Change manager comes in and try executing action like "Withdraw Correction" or "Pass Correction for Test" or Even "Create New Transport Request", when they save the action, it will pop a new window asking if they want to "Create New Transport Request" and it will end up creating a new request in the DEV system, after that it spit out an error stating that "User not authorized to perform that task", and if you go to DEV system looks under se09 to see if any transport been created with that ticket number. you will find one associated with that.
It is look like a program error to me? how it popping a new window and asking to create a new transport request for an unauthorized user.
4) it uses the automatically generated user name and password.
Read RFC users uses: SM_BWDCLNT100_READ, user Name: SOLMANSMD001 and Trusted RFC:SM_BWDCLNT100_TMW with user SOLTMWSMD001
