After installation Oracle BI EE 11g

Question

hello every bady and happy new year
I finished installing OBIEE 11g in my computer (Windows seven) and after reboot my system, i can no longer access the application (http://my-pc:9503/analytics).
I start the service BI and i access in webLogic server console (http://my-pc:7002/console) but i not can access the application for OBIEE !
You have ideas for solving this problem ?

i have 2 problemes :
1 :
when i run : Cd <MIDDLEWARE_HOME>\wlserver_10.3\server\bin>startNodeManager.cmd
for "Start NodeManager" i have an error in command shell :
<SEVERE> <Fatal error in node manager server>
java.net.SocketException: Unrecognized Windows Sockets error: 0: JVM_Bind
at java.net.PlainSocketImpl.socketBind.<Native Method>
and
GRAVE: Fatal error in node manager server

2 :
when i run : Cd <MIDDLEWARE_HOME>\instances\instance1\bin>opmnctl startall
for "start the OBIEE components" i have this error :

failed to start a managed process after the maximum retry limit
Log:
none
I'm stuck on.....!!!!!!!!
