User with Full control rights are able to download the file but with Read Only User cant download the file.

Would you mind providing more details about when this error would occur and what kind of application you create? From the error message, it is more like a installing issue.
I would suggest you check the ULS logs for more information which will be useful to find the root cause.
For SharePoint 2010, by default, ULS log locates in
"C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\LOGS"

An error occurred while downloading the firmware
I have several AirPort's in my home network that have available firmware updates, according to the Airport Utility version 6.3.2 of my iMac (running Mavericks), but cannot update them because I keep getting an error saying "An error occurred while downloading the firmware". Needless to say that my iMac, and my home network, have an active and very decent Internet connectivity.
My Time Capsule has firmware version 7.7.2 and an AirPort Express has firmware version 7.6.3. I have another Airport Express running with version 7.6.4 that does not needs an update. Every time that I try to update the AirPort devices that report an available update I keep getting the same download firmware error message. This has been going on for days. How can I update these two AirPort devices, or fix my AirPort Utility?
In the directory /Users/me/Library/Application Support/Apple/Airport/Firmware there is a file called version.xml. If I rename it, and restart the AirPort Utility, my AirPort devices would not report an available firmware upgrade. I tried resetting both AirPort devices and trying to re-update the firmware but keep getting the same error message. Any help will be greatly appreciated. Thanks.Are you behind a firewall or double NAT??
What is the device that is immediately plugged into the main modem or router? Has that one been able to update?
It is plugged in of course isn't it.. no nasty join wireless anywhere??
The best way to work around these sort of problems is to simplify the network.. Plug each device directly into the main router.. by ethernet. You can trigger the firmware upgrade by wireless but use ipad or iphone version of airport utility and see what happens. -

It seems that you are using a custom security provider and the weblogic server is not able to find the class / jar file that contains the class.
java.lang.ClassNotFoundException: Failed to load class com.msl.security.providers.SessionPrincipal]
Make sure you have all the required jar files in the server classpath.
You can use the JarScan utility to find the jar that contains the class.

After deploy I get An exception occurred while registering the MBean null

I use Jdeveloper 11.1.1.0.0 and WebLogicServer 10gR3.
When I run the ADF-Application from JDev via internal WLS, the application runs properly (even the database connection with oracle thin driver).
I have successfully generated the data source (test with select 1 from dual also ok) on an external WLS.
But when I deploy from JDev directly to the external WLS the following message is generated on the Server:

Same problem happends, when deploying the ear-file manually from jdev.

I never had this exact exception but to my knowledge your find more info in the full stack trace. The full stack trace has the bundled exceptions too which are the cause of the trouble in all cases I saw.
Sometimes it helps to turn jbo.debugoutput on.

I faced this issue before ,Reinstall is the option you have .Verify the version of RCU before you start creating schema .Set all Pre DB setting ,hostname and IP Address ,If DB and OIM are in ifferent machines check pinging from both the sides .
Please Drop all OLD schema ,Create a New "Prefix" for fresh installation , don't use old schema .

I read in the community, that i need to set -Dbea.home="Directory", the Directory should refer to the path where license.bea file is kept on the client side. After setting this i need to pass the
-Dbea.home="path" to the client jvm.

I have a 2 node installation of R12 running on HP-UX whereby one node is the application tier and the second node is the database tier....
I have configured Enterprise Manager Database console on the db tier.

The below problem is only come when i try to insert data from one DB to other but when i only show output of my webservice it works fine and shows the master and details data. Mater table have approx 38 rows while detail have approx 500 rows. Kindly help me to resolve this issue..

My App Store is no longer updating my apps or my OS. I keep getting this message: An error occurred while downloading the updates.(102) What could be the reason for this issue and what will resolve it?
I believe its an auth error. If you tried signing in and out of the app store and downloading a free app (typical fixes) and it persists, try downloading the updates manually. If youre trying to get the Mountain Lion updates the link for 10.8.1 is here http://support.apple.com/kb/DL1571 and if you already have 10.8.1 and youre trying to update to 10.8.2 the link is here http://support.apple.com/kb/DL1580 a supplemental update came for the 10.8.2 which can be found here http://support.apple.com/kb/DL1600
Like I said before, the error isnt that your software or hard drive is corrupt, it has to do with your AppleID authenticating the download, especially because OS updates are part of the Mac App Store. If you know your way around your system libraries or root libraries you can possibly fix it by deleting specific files that may be corrupted, otherwise you're going to want to back up your data and reinstall the OS.

Is that an Ethernet cable, or is that a phone cable? The AirPort Extreme does not have a modem on board, so you must use a separate modem with the Extreme.

In PowerPoint 2013 on Windows 7 - 64 bit, when
File / Save as is selected, an error message comes up stating, "An error occurred while opening the file dialog. Please save your presentation, exit, and restart PowerPoint." This is an intermittent issue and also
affects Excel 2013. I have tried repairing it, done windows update and also uninstalled and reinstalled but no luck. I have researched this issue but it relates to Office 2007 and 2010 and the resolution does not support 2013.

Click Start, right-click Computer, click
Properties, and then click Advanced system settings.
On the Advanced tab, click Environment Variables.
Locate and select the __COMPAT_LAYER variable, and then click Edit.
Set the value of the __COMPAT_LAYER variable to EnableThemes. Or, delete the __COMPAT_LAYER variable.
If the issue persists, we can troubleshoot this problem in Clean Boot to determine whether background programs are interfering with PowerPoint:
