Can't make in-app purchases even though it's turned on

My iPad is up to date, and I just downloaded a game.
So, I bought something in the game once, worked just fine, the second time it told me to ocntact iTunes support.
But what for? And where? And what's going on????
My credit card is totally fine, I can still (for example) buy songs on iTunes, and iBooks, but the in-app purchases won't work anymore, even though they're turned on.
Matter of fact, I can't even get to my restrictions section because it's blended out. Weird.
But it's slided on. So I have no idea how to fix this.
Please help me, this is frustrating....

Enter the passcode to disable Restrictions.

    Contact iTunes store support for this. Go to http://www.apple.com/support/itunes/contact/ and click the blue link next to the green shopping bag. Follow the steps and send them an email explaining your issue.

    The exact mechanism depends on the app from which you wish to purchase. Consult the documentation for the app. You'll want to make sure that In-App purchases are not turned off in Settings/General/Restrictions.

    What are the symptoms of the wi-fi problem?
    Have you reset the iPad?
    Have you proved the wi-fi works from another device?
    Have you reset the network settings on the iPad?
    Have you tried backing up and then restoring your backup?

  • After the iOS7 update I can't make in-app purchases anymore.

    I updated my iPhone 5 and my iPad to the new iOS 7 and after that I can't seem to make in-app purchases anymore. I went through pages and pages on this subject but nothing that was already suggested here seemed to work. For example on Candy Crush saga. It was already updated after iOS7 came, and I tried to buy boosters but it just said the same thing. "Your purchase could not be completed. contact itunes Support....."
    What gives???

    Well, if I wasn't confused, I am now.
    What do you mean "from Restrictions"? The Apps options within Parental Controls permit you to limit an App. There's no option to limit "in-apps" or no place that I can see it possible for "in-apps ... to be disabled".  So you can block a kid from playing a game, but you can't block the game from asking the kid to spend $99 on in game toys — what TradeNations does — and nothing that requires an approval from an adult before that $99 is spent.
    This is the control panel:
    The "Allow App Store Apps" control is a simple age restriction. And the Allowed Apps is just the apps you permit the kid to use.
    Please tell me there's another control panel I'm missing?
