CLIENT_TEXT_IO.fopen will not work Error

I keep getting the following -
WebUtil Error: oracle.forms.webutil.file.FileFunctions bean not found. CLIENT_TEXT_IO.fopen will not work.
Nothing I have found on any forum threads has helped me resolve this issue. I believe it has to do w/ configuration. The error occurs in my Development Suite environment I have set up on my laptop. The webutil set up on the Application Server seems to be fine.
I've checked both default.env and formsweb.cfg and both seem to be set correctly. I have the webutil.pll attached to the forms and the webutil.olb in the object library.
I'm using WebUtil 1.0.6 on Oracle 10g (9.0.4).
If anyone has any guidance on this issue, your help is appreciated.

The error isn't obvious. The Java Console outputs the following. I went through the webutil docs again and still didn't get the issue resolved. Can you help?

I see that you are getting the error code " 0xc19a0022 " .
I do have a few steps that we can try.
First off, please make sure that you have the printer power cable connected directly to a wall outlet and not a power bar/strip. Here is a document that uses a LaserJet printer as an example but it is meant for HP products in general. Please click on the following link that explains the Issues when Connected to an Uninterruptible Power Supply/Power Strip/Surge Protector.
I have also located a document that deals with a 'Problem with Printhead,' 'Printer Failure,' 'Ink System Failure,' or a '0x...' or a 'C2...' Error ...

It may take a while to veryify the update, and even longer to actually download it. Some people at my school updated their OS in study hall, while others were having the same problem you were. Ipod will not work: Error 1436

Sorry. I now tried restoring my ipod on desktop instead of laptop and the ipod is currently being restored. The screen on my 80g ipod classic is still completely white so it is probably still broken.

I just restored my 80g ipod classic using my desktop. It restored properly, as far as I can tell, and it is now sync with my itunes library.
The problem is that the screen is completely white when I turn it on. I have tried toggling the hold switch and reseting it by holding the center button and menu button simultaneously. Does anyone know what the issue could be? I do not want to spend $29 for a diagnostics test for them to tell me I need to purchase a new ipod.
I do run with my ipod ACE bandaged to my arm, which could allow slight wiggling and tossing. Could this be the issue?

Light Room 4 plugins will not work, problem validating.

I bought LR 3 on Ebay, apparently with a bad serial number, so I bought LR 4,per instruction in the plug in manager page. Problem is plug ins will not work, error msg says serial number is bad. Support says serial number is good but can not fix it.. Support sent me to a link to download latest LR 4, of course this would not work. Support says that is all they can do as they only support LR 5???
Any ideas, maybe registry edit, some hidden file in win 8.1 ????

Tried downloading itunes version 11.4 and received an error code 2324. Now itunes will not work at all and I cannot sync my phone, ipad or ipod. How should I proceed?

I have tried several times to load version 11.4 and keep getting an error code2324, now I cannot sync any of my apple products. I set my machine to a previous recover date, now iTunes will not work at all. I get a message stating I do not have the administrator rights to download. Any thoughts on this issue?

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

I'd first try uninstalling and reinstalling your MobileMe control panel, dc. Does that clear the message up?

Same thing happened with my iPhone 4S - no one is any help. Thanks Apple for such a crappy update! I've called Apple, they say the SIM card needs replacing, I go to my service provider they tell me nothing wrong with the SIM card - provider tells me I now need a new phone. Sheesh! I loaded the photos onto my tablet and images are fine, so do not feel it is the memory card. Any thoughts?

The error message probably said "unsupported or damaged"
The T3 requires Lightroom 3.4.1 or later. You can either upgrade to a more current version of Lightroom (version 5.6 is the most recent) or you can use the free Adobe DNG Converter to convert the RAWs to DNG, which should import into Lightroom properly.
