Credit Card Expiration date problem. (Shows 10month for November, December)

Question

Hi since I upgraded web tools to version 12, these issues appear.
Customers complaining what they canu2019t specify credit card expiration date (month) properly on billing page.
From drop down list Expiration Date u2013 month : it shows 10 3 times instead of 10,11,12.
It looks like web tools bug.
Please help me to resolve this issue.
My Versions:
SAP B1 2005 SP01 PL 41
Web Tools: 2007.0.631.12

Yes I did check paymentblock.ascx right away, but it looks fine to me.
Here is what I have in that file:
            <asp:DropDownList ID="ddlMonth" runat="server">
                    <asp:ListItem Value="01">01</asp:ListItem>
                    <asp:ListItem Value="02">02</asp:ListItem>
                    <asp:ListItem Value="03">03</asp:ListItem>
                    <asp:ListItem Value="04">04</asp:ListItem>
                    <asp:ListItem Value="05">05</asp:ListItem>
                    <asp:ListItem Value="06">06</asp:ListItem>
                    <asp:ListItem Value="07">07</asp:ListItem>
                    <asp:ListItem Value="08">08</asp:ListItem>
                    <asp:ListItem Value="09">09</asp:ListItem>
                    <asp:ListItem Value="10">10</asp:ListItem>
                    <asp:ListItem Value="11">11</asp:ListItem>
                    <asp:ListItem Value="12">12</asp:ListItem>
                </asp:DropDownList>
I did try to change numbers in <asp:ListItem > tag but looks like makes no effect.
Please advice.
