Does SSL really require Standard?

Question

My client wants https for our Azure hosted website with our custom domain. Does this really require us to move from Shared to Standard? My client wants us to move off Azure if it is $80 + per month. I wish to stay on Azure.

Base on my experience, you could change website to Standard mode or Basic Mode if you want custom domain SSL. you could view the price details  from this page (http://azure.microsoft.com/en-us/pricing/details/web-sites/
) and SSL connections details (http://azure.microsoft.com/en-us/pricing/details/web-sites/#ssl-connections).
If you have any questions about billing issue, I suggest you contact the Billing support via follow channel:
Please contact support team by creating a support ticket at http://www.windowsazure.com/en-us/support/contact/
Or if that doesn't work because you don't have an active subscription you will need to contact general customer support to have them create a support ticket for you
