Error connecting "Can't initialize OCI. Error -1"

Hi All,
Has anyone ever face this error when trying to connect database from Toad?
     Can't initialize OCI. Error -1
Connecting using SQL+ running well.
Add information:
     Database     : Oracle 10G release 10.2.0.1.0
     OS              : Win 7 Enterprise 32 bit
     Toad            : 9.0.1.8

so problem is not with the Oracle database but with Toad.
So root cause & fix are external to Oracle.
This problem is off topic for this forum & should be posted somewhere in TOAD-world

    Here's one more reason why this error occurs in Toad. It is when you have more than one Oracle Client installed on your machine. Even when you select the correct Oracle Home in "Connect Using" field of Toad, you still get this error "Can't initialize OCI. Error -1". So, to solve that you need to go to the installation folder of that Oracle Home (e.g. C:\Oracle\ora92\), then go to the BIN folder. Open Oracle.Key in Notepad and confirm that it is showing Registry entry/path to the correct Oracle Home (e.g. HOME0 or HOME1 or whatever).

    When I login TOAD, I got this error:

    but sql*plus login can successfully from my client.
    I've tried to set the NLS_LANG manually in the registry and set the enviroment ORCLE_HOME , but it cannot work.
    my OS client is WINXP SP3 and the DB is : ORACLE 9.2.0.8 64bit

    One of our customers starts to encounter this error message recently.
    We checked our log files. It seems that the error happens when
    to obtain a jdbc connection. Have anyone seen similar problems
    and knows how to fix it? thanks in advance.
    We are using weblogic server 6.1sp2, and weblogic sql type 4 driver.
    The functions that invoke the jdbc calls are stateless session bean
    methods with their transaction attributes marked as Required.
    There is no nested calls of these methods.
    A partial stack trace we obtained is as following:
    java.sql.SQLException: No JDBC connection can be made
    because the transaction state is
    Marked Rollback
         at weblogic.jdbc.jts.Connection.getOrCreateConnection(Connection.java:586)

    Okay, so there's a lazy initialization of the connection.
    From reading our log I believe our failur is immediate rather
    than waiting for 30+ seconds(the default setting) from the DB,
    the timeout occurred later as a result. At the time either because the DB Server
    is very busy.
    Since we are running WLS6.0 we have only one connection pool,
    we have defined a max of 150 threads in the pool. While this
    is happening the DB Server is being pinned by an overnight job,
    but the WLS Server is not busy at all. The DB and WLS resides
    on different physical boxes.
    We also have a thread dump from the WLS console when we rebooted the server, it
    showed that we are hanging on to the thread & jdbc
    connections after these exceptions has occurred instead of releasing them, note
    "16083"(~4.5 hours) seconds has passed:

    load
    issue. What is
    happening is that the transaction is started, and times out beforethe
    SSB even gets to

  • Windows 7 Desktop error message "Can't initialize plugins directory" - Blocked from Installing/uninstalling anything

    Blocked from running *.exe
    files. Blocked in Control Panel from Uninstalling anything. 
    Consistently returns: "Can't initialize plugins directory"
    What I tried:
    1. Safe Mode with Network
    2. File cleanup from C Drive Tools
    3. Environmental variable: changed
    to this c:/TEMP
    c:/TMP (Created TEMP folder
    on
    directory tree.)
    4. Googled error-- known
    issue but fixes do not work. (Created New Profile, SFC Scan
    of Windows files, moved TEMP folder,
    etc)
    5. Run as administrator
    6. Started after the support desk for ACT client management software uninstalled SQL to restore access to a CLIENT database that was lost for reasons unknown. So it appears some damage was done.
    Question is, what was damaged and how to fix it, if this caused this problem and it was not malware fiddling with
    registry.

    You can open Control Panel\System and Security, click
    Event Viewer under Administrator Tools to check if some logs record recent errors.
    Also you can start computer and typing F8, click Repair Your Computer to perform
    System Restore.

  • When installing, get "Error! Can't initialize plug-ins directory"

    Began having problems when opening Firefox and trying to make Firefox the default browser. Windows 7 updated, AVG up-to-date and virus scans clean, MalwareBytes up-to-date and scans clean. Troubleshooting finally caused me to uninstall and try for clean install ... normal Windows 7 uninstall process successful. Made sure Firefox folder in "Program Files" was deleted. Downloaded "DownloadApp_1_7_5_198_Setup" (29,442 KB) from Mozilla website and run ... get "Error! Can't initialize plug-ins directory. Please try again later."

    Thank you guig2! Followed your bleepingcomputer.com link above and found the problem was my permissions on C:\Users\Bill\AppData\Local/Temp. It was not "Full Control" for my User or Administrator. Updated the two lines to permit full control for folder, subfolder and files. Ran perfect.

    We are having a similar problem.  Most of the time it responds correctly but several times a day it crashes with the same error.  SAP Web console is running on Windows 2003 Server.  I usually correct by recycling the worker process in IIS.

  • Can't HotSync Centro ("Serial connection failed to initialize")

    Every time I start my laptop (Sony VAIO, running Vista) I get the following error message: "Serial connection failed to initialize (The selected port, COM4, is not available at this time. HotSync Manager will open the port when it becomes available.)." I haven't been able to HotSync my Centro for some time now, as the port apparently never does "become available".... Any suggestions?  Thanks in advance!

    How are you connecting to the computer?
    What do you have the HotSync Manager set for?  A serial connection?  ("Local")?

    Can I create connection pool by oracle oci driver?My weblogic's version is 6.1 sp2 and oracle is 9.0.1.2.
    I have some trouble with connection pool created by weblogic jDriver.
    I try to read Timestamp from table and I always get the exception.It told me that ORA-00932: inconsistent datatypes.
    So I created another pool by oracle thin driver and everything was right.Then I created other pool by oracle oci driver,but something were wrong. 'Could not create pool connection. The DBMS driver exception was:java.sql.SQLException: ORA-06401: NETCMN:Invalid driver designator'
    The oci pool's parameters are below lines.
    url: jdbc:oracle:oci:@COCO
    Driver Classname: oracle.jdbc.driver.OracleDriver
    Properties: user=scott;password=tiger;protocol=oci
    If I get connection directly,don't use connection pool,I can get right connection.But why didn't I create pool by oci driver?Maybe weblogic7 or weblogic8 will work good?

  • Help!my application can not load oci.dll

    i have a server with windows 2003 enterprise sp2, oracle 10g was installed on it.now i want to run a .net application,but it's not working,cause oci.dll can not be loaded. then i installed PL/SQL and instant client 11g. but still not working. the error is :"initialization is error, can not load oci.dll.....returned 0". also,i wroted a small application to load oci with win32 api(LoadLibrary) and returned 0 too.
    I'm sure there are no 32bit,64bit things. from os to application,32bit was checked. and i changed server but same os ,same oracle, after application and instant client installed,same problems got. so i'm think about is there any conflicts when oracle 10g and odac/instant client work together

    If you have Oracle 10 installed on a Windows computer, you have oci.dll.
    If "oci.dll can not be loaded", the problem is not a lack of oci.dll.
    The first thing you should do is uninstall Instant Client and anything else you installed to fix the problem (I don't know what you mean with "install PL/SQL").
    Then check if oci.dll can be loaded, e.g. by starting sqlplus and connecting to a database.
    If that works, oci.dll is fine.
    If your program cannot load oci.dll, something in your setup has a problem.
    Maybe it cannot find oci.dll and you have to tell it where to look.

    I am now tring to access database use oci8 driver in solaris2.5/oracle816/jdk 1.1.6/classes111.zip, I got a error message "Invalid driver designator" but I am now running the code in a local machine so may be it is not sql*net issue.

    Please check the way you are trying to make the connection to the database from Java.
    I have just received the same error message (ORA-06401, isn`t it?) and checking my DriverManager.getConnection I have realised that I am using the syntax for the use of the THIN Driver not the OCI. I have not still test it, but I am sure that is the problem.
    You can consult the Oracle8i JDBC Developer's Guide and Reference (http://technet.oracle.com/doc/java.815/a64685/basic1.htm) to see how to create an OCI and Thin connection.
    Anyway, I transcribe you what it says :
    Opening a Connection for the JDBC OCI Driver
    For the JDBC OCI driver, you can specify the database by a TNSNAMES entry. You can find the available TNSNAMES entries listed in the file tnsnames.ora on the client computer from which you are connecting. On Windows NT this file is located in [ORACLE_HOME]\NETWORK\ADMIN. On UNIX systems, you can find it in /var/opt/oracle.

    My bpel project flow is as follows.
    First, I initalize the temp varialbe like this.

    Third, assing employee info to tempVariable, then BPEL assign just only one Employee Information. and next data can't assign and the BPEL make an error.

    I analyzed the problem. and I find the reason that is I just assing one XML flag to the temp variable. If i don't initalize the varaible like first step, BPEL make an error above error message.

  • Trace "Unable to initialize OCI 8 environment handle ORA-01821"?

    Hi
    When I execute an oci program, I receive the following error:
    "Unable to initialize OCI 8 environment handle ORA-01821: date format not recognized"
    The program is OneWorld Xe, a black box for my purposes, meaning that I cannot see the source code.
    Can I somehow see what is happening with this? I would like to see what date format is entered, etc.

    aix 5.2, db 9.2

    Without the source code being available its not possible to say what may be happening. The error has nothing to do with environment handle creation or initialization because environment initialization does not take any date parameter or anything similar. Is there a set up where you were able to run the application successfully and it started failing later on or did it never work for you ?
