File creation error

Hi
I logged as a sys and execute the following code.
But I'm getting ERROR: Invalid PATH FOR file.
CREATE or replace DIRECTORY test_dir AS 'C:\';
DECLARE
  fileHandler UTL_FILE.FILE_TYPE;
BEGIN
  fileHandler := UTL_FILE.FOPEN('test_dir', 'test_file.txt', 'W');
  UTL_FILE.PUTF(fileHandler, 'Writing TO a file\n');
  UTL_FILE.FCLOSE(fileHandler);
EXCEPTION
  WHEN utl_file.invalid_path THEN
     raise_application_error(-20000, 'ERROR: Invalid PATH FOR file.');
END;What could be the reason
Version : 10.2.0.3.0 - Prod
Database running on same machine

How to check whether permission is there before grant/
I thought since logged as SYS user I get the permission automatically
