Getting credit for time served
I was out of OTN for a year or so when you went thru the merge and went to using email addresses. But I no longer had that email address and just never changed it.
I see on everyone's post the date they signed up, and I feel like a noob. I have my old username and password, can I have my membership date retrofitted? I remember the early days!
I don't know what this person is telling you but I know from experience that that is definitely not correct.
Verizon keeps a record of when the outage was reported and when the repair ticket has been resolved.
If your outage is for less than 24 hours, there is no credit but if the outage is longer than that, then a credit gets issued automatically.
I have always received credit for loss of service over the years and I never specifically had to request it.

The password is good for 15 minutes to make purchases. You should receive a receipt in 24 to 48 hours for the purchases. There is a link to Report an issue. You could use that to start a conversation with iTunes Support about a refund.

Not sure what you mean. The Apps Stores for the iOS Devices and for the Mac are completely separate. You cannot purchase a computer app for an iOS device or an iOS app for a Computer. There's a Sketchbook Express for iPad that is free, and a SketchBook Pro for iPad that is $4.99, but no Sketchbook in the iPad app store that is $59.99.
