Help for reading a numeric file

Question

Hi to all of you,
I am new to programming .
I have to read a numerical matrix stored in a file . The matrix is made of integer numbers and its dimension is 100*4.
I would like to know which is the best metod to read integers from a file and which set of instructions to use.
I'm reading the book "introduction to java programming by prof Eck" and he uses TextIO class but I cannot read anything.
Thank you very much for you help, meaning a book to read , a chapter to download from internet and why not a hint of code.

thank you very much . From your teaching I've understood that my life (with Java) will be easier if I use standard Java. So, I will always try to search equivalent standard code to the one proposed by prof Eck.
