You can get your Security Questions reset by contacting iTunes Support at either of the two links below. Select the best options for your issue, or provide specific information. Let them know you are contacting them concerning Forgotten Security Questions. They will get back to you via your primary email address, usually within 24 hours. Once your Security Questions have been reset, you will be able to go in and reset your Rescue email address on your account:

The email address I would like to use as my current rescue email address used to be my alternative email address. I switched my alternate email address, but it still won't let me set it as my current rescue email address. It is an icloud account. When I did the same thing with my gmail account (took it off the alternate and changed it to the rescue) it worked. Is it just the icloud account that doesn't work? My gmail acccount used to be an alternate address too.

Can you help me pleaseThe HT5312 page that you posted from has instructions for how to reset your security questions i.e. if you have a rescue email address on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

I'm trying to do the same but this doesn't seem to work. For some reason the email address I want to use as my primary is still associated to the account, although it is not listed as either the primary or an alternate address (it was until just now my rescue email address).
Any ideas how to change a primary email address - e.g similar to most other applications along the lines of a button/link next to said email address that says "make primary" (seriously it can't be that hard!) -

If you can't remember your security questions go to Express Lane , select iTunes from the list, then iTunes store. On the next screen select account Management. There, select iTunes store account security and write that you would like to reset your security questions and / or answers.
You should get an eMail reply over the next 24 hours. -

If you don't see the 'send reset info' button on the page where you can change them then I assume that you don't have a rescue email address (which is not the same thing as an alternate email address) set up on your account. As you won't be able to add one until you can answer 2 of your questions, you will need to contact iTunes Support or Apple to get the questions reset. You could try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security

That's not how unlocking an iPhone works.
The carrier the phone is locked to submits a request to Apple, wh updates their database. When that is complete, you restore the phone with iTunes to process the unlock. -
