I cannot create an iTunes account on my iPad2 because of age restrictions ("not old enough to create account"). My dad cannot add himself as a new account, because I am "not old enough to create a new account". I can't even download free apps. Now what?

I can't change my Apple ID. It would mess all my stuff up.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone (if you're using iOS 7), then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

At this time I do not want to register for the iTune Store. However, when I connect my iPod Nano I can't get past the Store requirements for registration. I have already registered my iPod.
Pressing "Not now" and "Skip this step" are ignored.
I just want to manage my music via iTunes but I am being prevented from doing this.
I have never made any purchases from iTunes Store.

I think I may have "solved" the problem myself -- or at least have got a work-around.
Before plugging in the iPod, disconnect yourself from the internet. Then the management of the iPod menu, playlists and whatever can proceed via iTunes without stupid and unwarranted interference from the iTunes Store!
What really hacked me off was the requirement from iStore that I give them my credit card number before I was allowed to complete the "registration" process. That I wasn't prepared to do, and why should I have to?

From what I gather, you have a payment method selected for your iTunes Store account which isn’t being accepted when setting up Family Sharing.
Take a look at the he article linked below provides, which provides a lot of great information about Family Sharing, and make sure you're trying to use a valid payment method for setting up Family Sharing.

One adult in the family—the family organizer—can set up Family Sharing for the group from their iOS device or Mac. When you set up Family Sharing, you'll be asked to confirm that you agree to pay for purchases initiated by the family members you invite and that you have a valid payment method on file. If you have a rescue email address setup in your Apple ID profile, then you can reset the security questions. You would need to know those answers to get passed the screen to log in and verify.

The option to send an email to reset your security questions and answers will not be available if a rescue email address is not provided. You will need to contact iTunes Store support in order to do so.
