If there are problems with updating or with the permissions then easiest is to download the full version and trash the currently installed version to do a clean install of the new version.

Updated my Iphone 5 with the latest software. The phone was plugged in and on WIFI. It showed the update was installing and then the screen appeared with just a Apple insignia on it. Phone is locked up. Cannot turn on. Is there a reset or anything available to fix this issue. Thanks for any help.
Read one article here indicating the problem may be more pronounced if you're using WPA2 security rather than the older WEP.

It says its linked to an apple Id and to login with it but the person I got the phone from doesn't know it.
You have run into Activation Lock and you will not be able to activate that iPhone without clearing it. Why doesn't the person who gave you the phone know that information?

Is there anyway to fix this problem? Im seriously considering getting away from apple as bad as I hate too. I love the apple OS but you can never get a hold of customer service, there is only one style of phone, and now apparently, you have to pay extra for "apple" accessories becasue others wont work.
Well I am having the same issue and I had not had to worry about getting a "licensed charger." The poster who responded offered not real insite and was rude to boot. I am also looking for the fix on this . My iphone will not even charge now on any charger. What the heck. I am not trying to treaten anyone either when I say I am frustrated with my iphone which in my case I have only had for a few months. Get more information about your computer. Go to the Apple in the upper left corner of any window, then "About This Mac". Write down what it says about "version"and report that here. Now continue to "More Info..." Copy and paste the information here, but omit the serial number and Hardware UUID (if present).
If you have a PPC Mac you cannot sync your idevice without a newer computer. See the end of this post for options.

Options if you cannot upgrade: iTunes Store purchases can already be downloaded directly. Use iTunes Match to put non-Store music in iCloud, then download to your device from there. Backup your device directly to iCloud over a wireless connection. Photos can be downloaded from the Camera Roll using iPhoto or Image Capture. -

You cannot merge accounts.
You need to sign into the old account on your computer.

Hello, my email is connected to Lotus Notes. When I updated my iPad to iOS 6, it REQUIRED that I have a password for the iPad or else my email wouldn't work or synchronize with Lotus Notes (on my work laptop). When I was living in the UAE I purchased an iphone 5. It does not have FaceTime because of 'cultural' reasons. Now that I have moved back to the States where we don't have the same 'cultural' issues, I'd like to put Facebook on. How do I go about it? Will apple exchange the phone? Can my phone's serial number be taken off the no Facebook listing?
There is no way to get Facetime on that phone. No, Apple will not exchange it. You'll need to purchase a new phone in order to have FaceTime. Third pary apps such as Skype should work, though.
