I have locked myself out of my phone. I have all my stuff backed up on my computer so now Im just trying to restore my phone but its telling me I need to trun off my icloud through my settings on my phone, but obvisouly I cant when Im locked out. What do I do?

You should be able to remove the passcode by restoring the device. Do the following:
1. Connect the device to the computer to which you normally sync;
2. Open iTunes (Note: If iTunes prompts you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes" in http://support.apple.com/kb/ht1212 )
3. Right-click the device in the left column of iTunes and select Back up (read this article on how to restore http://support.apple.com/kb/HT1766 )
4. When the backup is complete, select Restore
5. When finished, restore from your most recent backup
To restore read the restore section in this article http://support.apple.com/kb/HT1766
If that doesn’t work you will need to perform a factory restore to remove it.

Ok you can reset the stream from www.icloud.com
Goto www.icloud.com
Login with your iCould username and password.
and login
Then click on your name in the top right hand side of the screen next to sign out,
it opens a window Account details with Language, Time Zone, Advanced
Select Advanced - Then click Reset Photo Stream. and confirm, the stream will be reset and totally deleted
I still think you should be able to remove individual pictures though, a blured image etc is a problem

I was updating to the new ios8. I got to where I could choose a backup method from icloud or iTunes. My very latest backup was on icloud yesterday so I went with icloud. Did you buy a used iPhone? It appears that it's locked to that account.

You can't. If there was a way to get into the phone and backup data without a passcode, what would be the purpose of the passcode?

Correct as well. Iphone will sync with one computer at a time. Syncing to another will erase the current content.
You need to copy everything ( itunes library/contacts/pics/calendars/files/docs) from the old computer, or your backup copy of the old one, to the new one.

you can track your phone in find my iphone. There is also an option to delete iPhone contents.
Please not that find my iPhone in icloud must be on in order to locate it in the map and also need to be connected to internet.
