How do I switch file systems?

I have /home on a separate partition with jfs as it's file system. It is driving me bonkers by freezing and having to be restarted and checked every hour or so. It just started doing it this much just over the last week since my gal got a new Dell XPS with Vista. It seems to happen much more frequently when I have had the computer on for long periods when she is also on the wireless network. It's a Linksys Wireless N WRT300N, she has an Intel Wireless N card that I believe is the latest model, the 5100, and I have the 4965.
All of my temps are reading normal, including the hard drive. I have never had a fail from the reiserfs / partition, or any ext3's that I had had in the past. I just want to swap it back to the ext3, because I have not seen any performance gains, and it has this lovely freezing issue.
I have it mounted noatime and nodiratime (I think thats the spellings for those two) and I have made sure to keep the commit times fairly low so it doesn't use up the hard drive's Load Cycle Count, because mine is one that has that issue in Linux. (Has it in Win Serv 2k8 as well, but that is another story.)
I know that I can simply reformat the partition my home partition is on, but I am not sure how to go about re-establishing the /home and the users that are stored on the partition. I've taken out the / partition and re-installed leaving the /home, but I have never just done the /home.
Is there an easier way to alter the file system? or am I just going to have to deal with a reformat?

It needs to be adjusted intelligently for Arch (i.e. sda rather than hda and so on) but the general principle remains the same.

    You should never use relative paths to access the filesystem. The path would be relative to the current working directory which is not per se the same in all environments. To convert a relative web path to an absolute file system path, you need ServletContext#getRealPath(). Use this absolute file system path in the java.io stuff. In a JSF application on top of Servlet API you can get the underlying ServletContext by ExternalContext#getContext().
    Alternatively, if the file is located in one of the default paths of the classpath or if its path is added to the classpath, you can also just use ExternalContext#getResource() or even #getResourceAsStream() using just the file name.

    If you have more drive space you can mount more space and allocate it to a mount point--this may take care of your problem, but if you are out of space and you are not buying any more drives.... then it's time for the install disks to come back out and configure more appropriately to your use.
    I have my work machine at home on a x64 AMD with 120 GB of drive. I gave 40 GB to Solaris just to be sure I could do basic installations and grow a little.
    Once your allocation is full you have 2 options... buy more and mount it, or reinstall... you choose.
    Well, there is a 3rd... you could unmount one of the other allocations and split it, then mount some of it back to your OS and some back to what it was before, but you are going to be plagued with this your entire lifetime of that install.

    larch uses squashfs. Take a look at mksquashfs.

    ...tired of the noise that my original Seagate HD produces, I am decided to buy a new, much quiter HD (western digital seems to be the best option).
    now the question is: how can I restart the mac on the new HD if it's empty and with no system inside?

    While SuperDuper is excellent, no need to even leave Disk Utility to clone a volume. It has a Restore option that works just fine, and is what I always use to first copy a system (assuming you don't want to do a fresh install and have already done updates and 3rd party installs). SD is great when you want a quick means to update your backups or clone.
    Also, no matter which method you choose to use, go back to Disk Utility, click on the new drive volume, and select First Aid and Repair Permissions.
    I sometimes like to run the latest Combined Update also on a new clone before booting. I would leave the old drive in as backup, and even repair the drive and permissions once on the new drive.
    My complaint with Seagate OEM is it runs hot for a 160GB drive, even when idle and not even being accessed or used at all. And 'sluggish' on the performance side.

    I have a current iTunes library that is all set-up with multiple playlists that is synched directly on my iPhone. Since I have a rather large library and only 32GB of space, I downconverted all of my songs to 128kbps. However, I am now looking into get a 64GB iPhone 6 and would like to have the original 256 kbps files in my library instead of the downconverted ones.
    I was wondering if there is a simple way to go about and do this quickly and easily? So far, I've noticed that if I change the file in my main library folder, I'll get the exclamation point and will have to go select the new file manually. At about 5000 songs, that would take quite a while!
    Any help will be greatly appreciated!

    You do all those songs indivually and have iTunes locate them or you can move the songs back to were they were. Once that is done, the go through the step to organize your library. Take a look at the articles below to sort you out with finding where the songs was before as well as organizing the library.
