New iPhone user here. I registered an Apple ID and tried to use it at iTunes. I was asked to enter billing information. After I did that, it shows a message "contact iTunes support". Same message appeared even I tried different credit cards even Paypal. Need help! Thank you.

So where is the problem? Contact iTunes support as they suggest and you should be able to complete your purchase. If the matter was serious you would not have received that kind of invitation.

hi iv followed the instruction on how to change my billing details and a message on my iphone 5c saying, your payment method was declined. please enter another payment method, i dont understand whats going on im not sure if i owe the apple app store money but i carnt see how i could when iv always had enough money in my account to pay for the product iv purchesed, this is causeing me alot of problems as i can not download important app that i need to proform my job.

ashleyWhat are you trying to use as your payment method ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? I have tried to update my billing and account information which I was able to but in the billing section it keeps saying that the info doesnt match the bank info and the only thing was that the credit card had expired and I am still using the same one but cant buy a song, keeps saying its not correct.
Ok, so I finally got help on this issue. Basically, I had tried to edit my credit card information, and it secretly locked my account. After finally getting a hold of a representative through the chat service on the support site, I was able to get this fixed. I had been previously helped by someone through e-mail, but that was a complete waste of time. Go for the chat service, it's a million times better. They were able to release the secret block on my account...from trying to change my own information so that I could change it and be on my way. Anyway, I hope this helps.

Hello after changing my billing information my account is still not working. I think the sistem is still looking for my old billing info. and that info is not working anymore. will you please check it and advise.

I have asked for your email address to be edited out. Post your address in an open thread is a sure way to be bombarded by unwanted email, remember it will be here long after you have resolved your problem, for automated detection software to find.
If you want people to contact you, enable others to see your email address in your profile.
If you have already changed your account information with Apple at my Apple ID, in order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
When you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)
