i can not buy nothing on itunes, when prompted to change my payment details they are all correct but itunes will not accept them

What type of payment details are you trying to add ?
If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is and if it's being declined then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.  If you are doing it on your iPad then try tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6+) and selecting 'View Apple ID' on the popup - that should also give you a payment link on your account's page.

    I select the county and select done the screen loops for the county information.
    *Things I have tried:*
    - Updated billing information via iTunes on the Mac (Updates successfully) - but will still prompt for updates on the iPhone.
    -Restarted iPhone (same)
    -Erased iPhone and activated as new without restoring from backup (same)
    -Contact iPhone support (no other advice then what happened here the first time) the second attempt at support has resulted in a call with iPhone and iTunes Support.
    I will post back my findings, but has anyone found a solution.

    The only difference I noticed was that the card that kept looping was a visa check card, verse a credit card (mastercard). I am not sure if there is a problem within the iPhone application. I don't believe this to be an iTunes or App store problem because the account profile will accept the card information via a computer. This problem seems to be within the address verification process the iPhone/app store does only on the iPhone platform. Apple support and iTunes support seems to be clueless. My original post is the only way I've gotten it to work.

    If you are in the US then you can only use the US store (you can only use the store in the country in which you are in), for which you will need a US billing address on your account - and as far as I know debit cards are no longer accepted as valid payment method in the store, they are not listed on this page and there have been a number of posts about them being declined.

    Once you have changed your Apple ID, you need to set it up for use in the various systems such as iTunes, the App Store, etc so it can be used as intended. This article shows how to do that -

    I was directed to Itunes because I am trying to update my Apps but my billing information is decling it because my checking account has been expired, i was told to go to payment changes and select the option "None" but I do not have an option for that and just trying to find out a way to change my billing information to none so that I am able to update and download free apps!

    Apple’s having trouble with the iTunes Store servers right now. Wait for them to resolve the issue.

When I click okay, it takes me to the billing information page and since I do not use or have a credit card anymore, I want to change the payment option, but there does not seem to be anyway to change this, as the only options available for payment are three different types of credit cards. How do I edit this information so I can pay by PayPal or have the payment option as none? I would like to be able to purchase music using a PayPal account. I have sent three emails to support and have not been able to fix this problem. Would appreciate any help on how I can change the payment information.

    Thank you for the question.  It sounds like you do not want to add a credit card to your Apple ID.
