This possibly the dumbest thing Apple can do. I just found out the hard way my father in law will not be getting his christmas present. Yes I should have read the fine print, but I honestly thought Apple was smarter than that.
Obviously they haven't seen the money making potential of this so now I will ask for a refund and take my money elsewhere.

If the total purchase price of the media including any applicable taxes or fees exceeds the balance of the redeemed card, then the difference is charged to your debit or credit card account.

No, you can't see a list of card redemptions, nor how items were billed - all you can do is view your account's purchase history via your computer's iTunes : log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases.

If you've already redeemed the card onto your account then its amount should be on your account - a card can only be redeemed once.
To rent a film, find the film in the store and (if the film studio has made it available as a rental in your country) click on its Rent button. I tried to switch my iTunes store registration from Australia to the US to redeem my gift card, but am unable to do so because iTunes says "you still have rentals that have not expired". You can ONLY use the itunes store of your country of residence AND ONLY while you are physically located inside the borders of that country.

Sorry, but there's no way you could find out who redeemed the card. If your mail is being stolen, this is an issue you need to take up with the Post Office Inspection Service.

Go to your account on your computer and set the credit card to none. This will allow you to use the gift card.
