it's telling you to connect the iphone4 using an usb cable to a computer running itunes to restore the ios of the phone

If no joy... Connect to iTunes on the computer you usually Sync with and “ Restore “...

Be sure to Follow ALL the Steps...
But... if the Device has been Modified... this will Not necessarily work.
