I went to create a itunes account and entered the wrong e-mail in and my ITunes confirmation code was sent to that e-mail. The person who recieved the e-mail shouldnt be able to keep it due to they dont know the password i made for the account correct?

You need the previous owner to unlock it, unless they do you have a brick there is no other way .
iPhone was probably stolen if you purchased on eBay, claim and get your money back

How can i change delete old Apple ID on my iphone, i dont know the password

i change the Apple ID using my PC. My new Apple ID was verified both email and password. My Ipad air sync to the new Apple ID but my iphone wont sync. And everytime i try to change my Apple ID on my iphone it ask for password of the old Apple ID, but it keep saying incorrect ID and password. I cant delete or change because i dont know the password.

You need to reset the password for the old Apple ID.

FYI - all apps, all paid and free apps include DRM protection which is tied to the Apple ID that was used to download the apps. Not possible to merge or transfer apps downloaded with one Apple ID to another.
This means in order to install an app update with an app that was downloaded with your old Apple ID, you will need to use that Apple ID and password.

In iTunes click on edit then preferences then on the devices tab and the backups are there. Select the one you want to delete then delete it

You can't. Apps and really all content purchased/downloaded through one Apple ID is forever tied to that Apple ID. In the case of Apps they will always request that Apple ID to update as they are licensed to that Apple ID.
In reality, the Apps were licensed to that Apple ID by the developer. And cannot simply be given away to you for you to use.
He should have wiped the iPod clean so you could set it up for your use without any of his accounts or purchased content as you are not really licensed to any of those Apps.

Sure there is.
1. restart your computer in Single User Mode (by pressing Command + S during boot - see http://support.apple.com/kb/ht1492)
This will boot your OS X system in a kind of command line mode.
Note: this will not work if you have a Firmware password set.
2. when in Single User Mode, enter the following command
mount -uw /
to mount your OS X file system.
3. now you can enter the following command
passwd username
replacing "username" by your OS X user's short name. Then you will be prompted to enter the new password for that user. You will have to confirm that new password.
Note that you will not see any character showing when you enter the new password; this is expected behaviour.
