HT201412 MY IPAD 3 is FROZEN updating to IOS 6.1.3  Screen has apple logo and bar up center of screen. What can I do?

My IPAD 3 FROZE while updating to IOS 6.1.3 Cannot turn IPAD off, cannot connect to ITUNES. Screen shows Apple Logo and vertical  progress bar. Progress shows about 50%. Can anyone suggest a solution? Note IPAD 3 still has power and is still showing the LOGO ect. My WIFI is active as I have three other devices able to use WIFI. Thank you for your help
