When i update to new iOS 7. I could not activate my ipad 2. It's present "This ipad currently linked to Apple ID...". And hint a apple id is: m****@e....com. This account belong to owner. I did not have a password. But i knew apple id. My ipad 2 is second hand, i bought on ebay long time ago so that i could not contact with owner,
How can i activate my ipad 2 ??? Please help !!!!

You don't. It will have to be removed by the owner of the account that was used to lock it.

The same way you would contact anyone. Call them, e-mail them, speak to them in person, write a letter. There are many ways to communicate with a fellow human.
No one here would have the contact information for a random seller of an iPhone.

The previous owner has not given you the correct ID and password for you to use.

Careless? Possible, but unlikely. Most likely the phone was stolen from the first owner. It would be a VERY careless iPhone owner who did not erase their personal information from a phone before selling it, and to do that it is necessary to disable Activation Lock. Return it and get your money back. There is no way past the activation lock. There is a very high probability that the device is stolen.
If they won't give you your money back, turn it over to the police.

Unfortunately, you can't. There's no way around it. You'll have to get the ID and password used to originally activate the phone or you will not be able to activate it again. If you can't contact them, try to get your money back because you won't be able to use it.
