I could not understand whats going on. The app advertised is completely different than what Ihave seen. What should I do now, should ask for refund?

No need to apologize, I actually found the phrase "If your iPad ever craps the bed" amusing under the circumstances
I checked the list of installed apps like you suggested (Settings>General>Usage>Storage>Show all apps) but this problem app is not in the list. I have also swiped down on the home screen to search for it, but again it does not show.
While it has not let me download the app (and I just tried it again) it has helped me to eliminate a few things from the list of what to try, and I can definitely conclude that it has not downloaded.
I guess I need to fire up my PC and download it / sync my iPad.

Did you fail to look at the requirements before purchasing?

Maybe your firewall or security software are preventing the download from finishing. You could try disabling them until you finish the download

Depending upon what the problem is, have you tried deleting the app from your iPad and redownloading it via the Purchased tab in the App Store app, and if that doesn't work then have you tried contacting the developers : http://www.lamisoft.net/page/default.htm ?

It looked different before I paid for it, then afterward, it described that it's a joke you're paying for. You bought this idiotic app (sorry, no offense, but just reading the description and reviews I cannot believe anyone would spend money on such a thing) iTunes. When you buy via iTunes, the app developer sees none of your payment or personal information - the purchase is processed entirely by Apple and the developer only knows a sale went through (sort of like using Google Checkout with an online vendor - the vendor knows the sale was processed, but never gets access to any of the payment information).
So, the only way this vendor could take money from you is if you entered financial information in the app itself or otherwise sent it directly to the developer.

It may not be completely obvious, but it is, at least, categorized as Education with an, albeit small, disclaimer "(noted: this app is not the PowerPoint from Microsoft)"
The description is accurate, as it is all "What you can know" and "What you can learn" but they probably should use a different icon to avoid confusion.

In terms of not asking for your password, if it's been entered within the previous 15 minutes then it does't need re-entering - unless you have Settings > General > Restrictions > Require Password set to 'Immediately'.

Hi I need your help, I am civil engineer and recently I bought an app call "sewer pipe design" . After I installed it in my iphone I found that developer is cheating people.

You don't say how you contacted them, so I don't know if this is what you used. You can try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account (Store > View My Apple ID on iTunes 11) and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that app and use the 'Report a Problem' link and fill in details about the problem (iTunes support should reply within, I think, about 24 hours).
Some people have had a problem with the 'report a problem' link (it's been taking people to this site on a browser instead of showing a form in iTunes) - if it does that to you then try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption.

What happens when you change your address in your iTunes account? You also have to have a payment method associated with the USA, For example gift cards are restricted to the country of their purchase.

You can redownload you previously purchased apps for free as long as they are still available in the app store. Be sure you are logged into the Apple ID in iTunes used to purchase them, then follow this guide: http://support.apple.com/kb/HT2519.
