HT4061 I have iphone3GS and its unable to connect to cellular network. I am not sure whether it can be resolved? If so how much it would cost me?

One of my friend purchased Apple Iphone 3GS an year back. But due to various reasons, he did not use the phone. But when he recently tried using it, Its unable to detect the cellular network.
I see that the  product warranty period is over and now not sure whether it can be resolved? If it can be, guess, it would cost me more. Is there any help someone can provide me in this issue to have it resolved?

Is the phone activated?  Tell your friend to contact the cell provider.
