Are you using the right number on the back of the card? in my experience there are two, one is the last 4 of the card's number, the other 3 are your security code.

Was the iTunes card issued in the same country as your account is based ? They are only valid in their country of issue. If it was and this page doesn't help then you will need to try contacting iTunes support (you will need to give them the serial number and activation code from the card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then iTunes Cards And Codes

I have been trying to download apps from the app store and every time it tells me there is a problem with my previous billing and direct me to put in new billing information and every time i do that it still will not let me download any apps.

As rex already mentioned, Apps and other content are forever tied to the Apple ID that was used to purchase them. No transfers. No combining Apple IDs. Forever means forever.
In practice, this means any apps you currently have - free or paid - will need to be either repurchased using your new Apple ID or downloaded again if free. Until you refresh all of your apps, your iPad will ask for credentials to the old Apple ID any time one of the apps is updated.

When it asks you for your credit card, just go along with it until it asks you what type you have then just check off none.

It keeps telling me to see itunes support... but I can't find anything on the website related to my problem. I double checked my card information, but it isn't helping.
If you still have your old card listed on your account then try selecting the 'none' option and remove it and then try entering the card's details from scratch. If that doesn't work then what is the full error message that you are getting, and the card is registered to the same name and address (including format and spacing) that you have on your iTunes account ?

You need to contact Apple to get the questions reset. Click here, phone them, and ask for the Account Security team, or fill out and submit this form.

ThanksOn iPhone 4, 4s and 5 and Ipads IOS6, go to settings, and locate Store. Click your Apple ID and sign out on Store and then re-sign in your Apple ID, and session timed out issue will be fixed. I tried this myself and confirmed working =) Good Luck.
