HT4623 i keep getting "we're sorry we are unable to continue with your activation at this time" after updating to 6.1.2

i keep getting "we're sorry we are unable to continue with your activation at this time" after updating to 6.1.2 although that i never gailbroken the device and my Host file is clean and i did many upgrades before without a single issue?
