HT4915 Why do I have to pay for iTunes Match subscription to delete songs I've previously purchased from iCloud?

From the support article, it seems that I have to pay for an iTunes Match subscription in order to permanently delete songs from iCloud.  Is there a way to delete songs from iCloud without having iTunes Match?

You don't have to sign up to iTunes Match to play your iTunes music purchases through the iPad's Music app (if you've synced or downloaded them to the app).  iTunes Match allows you to store your own music collection (e.g. copied from CDs, bought from other sites) in the cloud as well as the music that you've purchased from iTunes
