You are using File->Add File (or Folder) to Library, right?
Make sure that you also look at the various categories of content stored on the library: turn on the sidebar (Ctrl+S keys toggle) and click the categories to see if the content shows in the content window of iTunes.
It could be you are trying to add a video/movie in a format iTunes does not accept because it cannot play it or work with it. (And yes, if iTunes cannot add it to the library, it should absolutely report an error message rather than leave you wondering and drop the command.)

Import them to your iTunes library, then click on the movie in iTunes and go to Advanced>Create iPod or iPhone Version, then connect your phone and on the Movies tab of your iTunes sync setting, check to sync the iPhone version of the movie, then sync your phone.

By 'tried every suggestion' you mean ... ?
If it says 'open' in the App Store then that implies that it's still installed on your iPad - I assume that it still says 'open' after doing what Meg suggested. Does it appear on your iPad's multitasking bar, and if so have you tried closing it via that and seeing if it works when you re-open it ?
To close an app via the multitasking bar : double-click the home button to open the taskbar, and then swipe or drag the Candy Crush app's screen from there up and off the top of the screen to close it, and click the home button to close the taskbar.

Another way to transfer. You can use a USB flash drive & the camera connection kit.
Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

One enters and exits full-screen with control+command+F keys. This is on the View menu in Safari. Optionally, the green traffic light in your browser title bar, if you roll over it, has the full-screen control it it. While in full-screen mode with Safari, moving your mouse pointer virtually up, and off-screen reveals the Safari title bar again, and you can click the green traffic light to exit full-screen mode.
You can hide/show the status bar by simply typing command+/. This too, is on the Safari View menu. and in 10.10.1 — it works reliably for me.

I completely understand what is happening. I know that you are connected to the Internet. I made the suggestion because I have seen it work in similar circumstances. The Apple iTunes servers can be a bit fussy about things and sometimes rebooting the router clears up this miscommunication between iTunes and your network.
Have you tried signing into your account and then try to sync again. Go to Store>View Account. You will have to enter your password. Then try to sync again. Or try signing out completely in Store>Sign out. Quit iTunes, sign in again and then try to sync again.
Sometimes refreshing settings will help clear up weird problems.

I got the same error and can't get it to work. My email and home address have not changed in the 3 years I've been using this device, my credit card info is up to date and my most recent rental was 2 days ago yet I get the error message on both the Apple TV and in iTunes. Go to the home screen first by tapping the home button. Double tap the home button and the task bar will appear with all of your recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of both apps that you want to close. Tap the home button or anywhere above the task bar. Restart the iPad.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Did you try deleting the app, reinstall it and then see if you can make the purchase? Tap and hold down on the app icon until it jiggles on the screen and then tap the X on the icon to delete it. Tap the home button to stop all of the apps from jiggling. Download the app again. See if you can make the purchase then.

If you have manually manage set, you do not sync.
If you want to sync, select the content desired to sync and sync.
This is all covered in the User's Guide.
