If you want to change your iCloud ID to another existing ID you'll have to delete the account, create a new account with the other ID, and migrate your data to the new account. To do this, first go to Settings>iCloud on your phone and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off. When prompted choose to keep the data on your iPad. (If you are syncing iWork documents with iCloud, also open your iWork apps and turn off iCloud syncing and choose to keep the documents on your phone.) After everything is turned off, scroll to the bottom and tap Delete Account. Next, set up a new iCloud account using your other ID, then turn syncing for your data (contacts, etc.) back to On. When prompted, choose Merge. This will upload the data to your new account.
This will not move your photo stream, however. If you have photos in photo stream that are not in your camera roll and that you haven't backed up anywhere else you will need to save these before deleting the account. To do this, open your photo stream album on your iPad in the thumbnail view, tap Edit, tap all the photos to select them, tap Share, then tap Save to Camera Roll. You can then delete the iCloud account and your photos will stay in your camera roll.

I got a bit lost in the middle of your post. If at this point you have an Apple ID with a good pasword and associated with icloud, then on a device...
Go to Settings>icloud, scroll to bottom of screen and tap Delete Account. Then log in using a good ID.
On your mac, System Preferences>icloud>Sign Out. Then sign in with the good ID/password.
If you are still stuck with the old ID and a forgotten password, then you need to do the iforgot.com route and put back the old password, then sign into the icloud on all devices using the old password - to get in. Then sign out/log out. Finally sign in with the good ID.
BTW, your profile says 10.4.11. I hope that's old data because you can't access icloud with that old OSX.
Also, this is the developers forum. You might post in the icloud/mac or icloud/iOS Device forum(s), you might get better results there as there are many posts there by users who have similar issues as yours.

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)
In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > iTunes & App store, scroll down and tap your ID)
If you are using iMessages or FaceTime, you will also need to log out and into your ID there too.

That's because you can't change your iCloud email address.
You can change the AppleID address associated with your iCloud account at http://appleid.apple.com/
Or you can setup a new email alias to your existing iCloud address: http://help.apple.com/icloud/#/mm6b1a490a
But you cannot change the primary email address for an existing iCloud account. If you want a completely new iCloud email address you need to create a new iCloud account using a different AppleID.

Have changed apple id and now cant turn on ICLOUD

I recently broke my screen on my 4s. my daughter had recently updated here 4s to a 5s so I decided to backup my phone and restore onto the now spare 4s.
some time ago I changed my email account and as I no longer had access to it I changed the name of my apple ID to my new email account. what I now realise is that I hadn't logged out of the old ICLOD id on my iPhone and logged back in with the new one. I hadn't thought of this as all was working ok (I don't use any cloud services, just find my iphone).
when I restored my image to the new 4s it came up with a message asking me to log into icloud but with the old ID. As that ID no longer exists I cannot login to that ID. As my new iPhone is on 7.x I cannot delete the Icloud account that came onto it via the backup as find my iPhone is turned on.
so I am now stuck as I cannot log onto an account that does not exist.....
help please.

having looked into this a bit more and found I have a bigger problem than just the one i originally posted as this impacts more than one of my devices.
I think I can pose the question in a easier way.....
I changed the name of my apple ID as it was using the name of an old email account I no longer have access to.
when I go onto any of my IOS devices that are running 7.x to change the Icloud account details , I cannot delete the old account id because when I try to it asks me for the password of my old account ID as I have find my iphone turned on. when I type in the password that was on the old account it says "incorrect apple id or password". I assume because that apple ID no longer exists.
ICLOUD obviously recognises the two accounts are the save as when I run up findmyiphone on an iphobe that is logged in with my new account ID it can see other IOS devices in my family that are still logged in with the old account name.
so my questions is:
how do you log you update an IOS device if you have simply changed the account name of your apple ID if you are on IOS 7 and have find my iphone turned on?
