Help with what? If the WiFi radio is broken, there's nothing any of us on this forum can do help you. Either go to Apple and pay for an out of warranty replacement, or find a 3rd party repair shop and get the phone repaired.

You can't get the phone working without the correct password, because the previous owner activated Find My iPhone and Activation Lock. In order to unlock the phone you would have to ocntact the previos owner of the phone. Unfortunately, this is the only way to get it working again.

The only solution is to erase the apps and purchase them through your own iTunes Store account. You have no legal right to those apps - the license is not tranferrable - and cannot in any case update them without the orginal purchaser's Apple ID.

Open Settings > General > Reset > Erase All Content and Settings, so the phone will be wiped to start with your Apple ID and set up iCloud

If the seller didn't do the above, you need to get the seller to do this. If you don't, you won't be able to re-activate the phone. It will be useless to you.

If you mean that you are creating a new iTunes account then the gift card field is optional, it doesn't have to be filled in, you can enter your credit card details instead as your payment method - and no, there isn't a 'promo code'.
