I18N : Why '?' shown in browser when I get greeting from Messages_th ?

Question

Why <fmt:message key="greeting" /> show '???' instead of '&#3626;&#3623;&#3633;&#3626;&#3604;&#3637;' while Thai font at '&#3652;&#3607;&#3618;Thai' and date are shown properly?
I tried to encode Messages_th files in Eclipse using UTF-8, ISO8859-1(default), MS-874 but it still not work.
Could anyone suggest what I should do?

Answer 1

1) In the properties file modies the key and add some prefix to identify the type of message. it may be anything .for example
welcome.greeting=&#3626;&#3623;&#3633;&#3626;&#3604;&#3637;
Note: a dot operator between welcome and greeting as per the rules.
2) In the jsp page the corresponding bundle to be defined and basename attribute should be the name of the properties file, so all the key are accessed using the variable msg.
