I would suppose so. I live in Portugal and I have access to all the games, including the playoffs that have just started.
You might have to change you Apple Store to USA or Canada to be able to access the NHL Gamecenter app, and you also need to pay the NHL subscription to access the games live. Otherwise I believe you will only be able to see the highlights afterwards.

If you purchase an unlocked iPhone in the US, you certainly can use it in France. Not a very smart idea, however, because it's not guaranteed to support the LTE bands in Europe, and if there's a problem with the phone, you will have to either bring the phone back to the US yourself, or send it to someone you know in the US to bring it in to Apple for evaluation. The iPhone warranty is NOT international.
You cannot refund or exchange a US iPhone in a French Apple Store.
You will be doing yourself a big favor to purchase your phone in France.

It is true that they are not region free with DVD's even though they let you switch the region 3 or 4 times and then it locks on the last region you choose forever.
Software is a different story, I myself own a MacBook Pro from Europe but I install software I buy from the US.
I have friends that own Macs from the US and they live in Europe and they don't have any problems.
I have a friend from New Zealand with a MacBook and when he comes over in Europe he has installed European software.
So you see, I think a software region problem if you ever have any should be extremely rare.

Sorry: once a device has been authorised for a particular iTunes account you can't change it to another until 90 days have passed. This is to prevent people cirumventing the restrictions of purchases to one account from consteantly swopping between accounts. You will have to wait for the 82 remaining days, and there is no workaround.
