In trying to reinstall OSX to our Mac Mini, the computer accepts, reads and then rejects the disc, nothing but blue on the screen.  What should I do next?

Our 2009 Mac Mini became quite sluggish and then just wouldn't function.  I tried reloading the OS with the original disc from Apple, but the computer rejected the disc and the screen was all blue.  Next, I shut down the machine, inserted the disc, turned it on, the screen is a faint gray in color, Apple logo in the middle, the disc came out.  What should I next try?

The Apple logo is not contained in your Mac's ROM. Seeing it indicates that your Mac found a bootable device, and loaded the initial blocks from that device. I expect you booted from the damaged hard drive.
Use the Option key held down at Startup to get clarity over exactly what drives can be seen, and what your Mac thinks they contain. Wait for it to draw an icon for every potentially-bootable Volume. Deliberately select the device you want to use as the Boot Drive.
You must have a wired keyboard plugged directly into the chassis to use snag keys at Startup. A wireless keyboard that is already paired can be used, but the exact timing is more difficult.

    If your Mini is the "Mac mini (Mid 2010)" you quoted in your question, that would make it a Macmini4,1.
    These Minis shipped running some variant of OS X 10.6 and should have included OS on DVD.
    You may find it difficult to get back to 10.8 if you didn't save a copy of the downloadable installer.
    If you boot holding down the <Option> key, do you see a Recovery partition? If so, is it for 10.8?

    After drying for a month and it's still not working, it's almost certainly suffered hardware damage and will need to be replaced. You can learn what Apple will charge to replace it here:

    I ran into this problem before and restting NVRAM and SMC solved the issue. Might have just been luck for me, but its worth a shot.

    try rebooting in Recovery mode, but when you reach the Mac OS X Utilities menu, run Terminal (from Utilities in the menu bar) instead. Inside the Terminal window, give it the following command, and then press the Return key:
    diskutil list
    Please include in your reply the output from that command.

    10.3 does not have the App Store available.      Go to Apple menu -> About This Mac and the following will bring it back depending on what you have:
    Any version of 10.6, use the 10.6.8 Combo Update:
    Combo v1.1 (7/25/2011)
    Any version of 10.7, use the 10.7.5 Combo Update: 10.7.5 Combo
    Any version of 10.8, use the 10.8.5 Combo Update: 10.8.5 Combo
    Any version of 10.9, use the 10.9.2 Combo Update: 10.9.2 Combo
    Note, if you it does not bring it back, you may need to run the combo keys of command-R on boot restore if you have 10.7 or later, and then the appropriate Combo update.    If you have 10.6.8 or earlier, command-R restore is not available, and you need to either use the original 10.6 installer disc, if the Mac is newer than March 15, 2010, or the 10.6.3 retail disc found here for 10.6 compatible Macs that are older (that includes any Intel CPU Mac with at least 1 GB of RAM):
    10.6 retail is available from the Apple Store on http://store.apple.com/us/product/MC573/mac-os-x-106-snow-leopard (the /us/ in the link may be changed for the standard two letter country code matching the store link). 
    If you are using a PowerPC Mac, G3, G4, or G5 you can't install 10.6, or the App Store.

    That's not quite the proper way as far as I can tell. Usually, one boots directly into the Recovery HD using COMMAND and R keys at startup. If you cannot do that then most likely there is a problem with the hard drive. Since this is a new computer i would make a Genius Appointment and take it in for service.

    your serial number is for an upgrade version.  you need to prove you have a qualifying upgrade product.
    after you enter your upgrade serial number and the installer failing to find a previous version, you should be given the option to choose the previous version and enter its (the older version's) serial number.
    if that's not working, what version are you trying to install and why didn't the above work?

    My MacBook was not normally booting up. It would turn on, make the Apple startup noise, and the bottom loading bar would progress just a little bit, then my MacBook would shut down. I tried rebooting it many times and the same thing would happen, it would just shut down. Then, I read that I can reset the PRAM (by holding Option+Command+P+R after the Apple startup noise comes). That worked, but now I get a screen that asks me to choose one of the 4 options (see:  http://images.macworld.com/images/article/2012/07/lionrecoveryutilities-289404.j pg). I choose Restore From Time Machine Backup, but it progresses to 17.6% and gets stuck there forever. I tried doing it again, and it got stuck at 17.6% again. That is why I am asking if I should just reinstall Lion, then restore a previous backup on the fresh new Lion?

    Thanks for the question.  Start with completely uninstalling iTunes and all of it's components in the order specified in the article below.  Once this is done, download and install iTunes.
