Inquira Information manager - Default value of category to be used while adding a content

Hi,
I have a requirement in which a category value should be made a default and that value should be added automatically when creating a document under a channel.
Description: I have a channel called as 'product & services' and in that I have a category called as 'Status'. Status category has two values active & archive. Now my requirement is that whenever I am creating a document under this channel, the status category with value active should automatically get assigned.
We are using Inquira Information manager version V.8.4.5.0.

But let me explain the exact functionality we are trying to simulate.
We actually wanted to make an automatic Renewal of a contract, for which Date based Independent conditon is used to create a Deposit by calling a custom PL/SQL API (in the outcome of the Independent condtion). This is working fine.
Now, since the deposit is created succcessfully, we want to keep on monitoring the created Deposit, so that when this Deposit gets paid, we want to make the Service Contract status to Active from Open. So, we are looking to create an Action Event that would keep on looking for any changes to the newly created Deposit. We were planning to schedule the "Action Assembler...." concurrent program for every 2 or 3 hrs so that it can fire such Actions and keep looking into, if such action has happened.
So, the question of me raising the Action event explicitly is ruled out.
Can this be done by using the Action Events at all?
