IPad ap connect to push notifications will not stop repopulating

When I open an ap a box asking me to connect to push notifications keeps repopulating and will not  stop any ideas on how to make it stop, I tried to restore the iPad , a hard reset, deleted and restored the ap nothing seems to work

I am having the exact same problem with the push notifications ... I'm having to completely shut down and have uninstalled and reinstalled the app but this does not help .. Very frustrating

    Contact AT&T. Make sure your account is provisioned properly for an iPhone (use those words... otherwise all they will do is look to see what you're paying for, which is not the same thing).
    It should work just fine so long as you're not trying to use a go-Phone SIM.

    Ipad will connect no problem to other networks.

    First thing you need I think is to get your iMac connected to the Internet.
    Shut down your iMac and you iPad. Then power off your router. Wait 30 seconds and power up the router.
    After the router indicates that it is connected to the Internet then start up your iMac and see if it connects. If the iMac connects to the Internet then your iPad should too.
    If this power up sequence doesn't work you'll have to dig into the router setup to make sure it is working properly.

    Some things to try first:
    1. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
    2. Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.

    4. Go into your router security settings and change from WEP to WPA with AES.
    5.  Renew IP Address: (especially if you are drooping internet connection)
        •    Launch Settings app
        •    Tap on Wi-Fi
        •    Tap on the blue arrow of the Wi-Fi network that you connect to from the list
        •    In the window that opens, tap on the Renew Lease button

    Note - When troubleshooting wifi connection problems, don't hold your iPad by hand. There have been a few reports that holding the iPad by hand, seems to attenuate the wifi signal.
    Some Wi-Fi losses may stem from a problematic interaction between Wi-Fi and cellular data connections. Numerous users have found that turning off Cellular Data in Settings gets their Wi-Fi working again.
    You may have many apps open which can possibly cause the slowdown and possibly the loss of wifi. In iOS 4-6 double tap your Home button & at the bottom of the screen you will see the icons of all open apps. Close those you are not using by pressing on an icon until all icons wiggle - then tap the minus sign. For iOS 7 users, there’s an easy way to see which apps are open in order to close them. By double-tapping the home button on your iPhone or iPad, the new multitasking feature in iOS 7 shows full page previews of all your open apps. Simply scroll horizontally to see all your apps, and close the apps with a simple flick towards the top of the screen.

    iPad 2 Wi-Fi + 3G, iOS 6 

    Turn off wifi or go under settings-wifi-ask to join networks off.
    Siri works over 3G, you don't need wifi.

    I actually did, and here is the answer I received:
    "When you are sent a message in WhatsApp, but are not online to receive it, WhatsApp will automatically send your message to the Apple Push Notification Service (APNS). This allows an alert containing the message to be displayed, even when WhatsApp is closed or your phone's display is off.     Sending your message to APNS typically takes only a few milliseconds.     I tried to delete everything from my iPhone and then restore my data with the backup on my computer but it did not change anything, I still can't receive any notification, unless I open the application... However, I restored immediatly my backup cause I was afraid it wouldn't work after, but I don't really think it would change something to first start as a new device and then erase all content again and restore it.
