Is flash buggy or did i messup on my asc3 coding

Question

the issue i tried to implement where there is three different
backgrounds....
everytime you load the swf file it will load 1 of the 3
backgrounds...but somehow it seems it will always load the first
rarely the second and never the third...
also sometimes a blank page appears from where i have no
idea...spent hours on it was wondering for some help from you newbs
and experts

sorry my friend i thought giving the whole file will allow
people to see why i was frustrated on it for hours....
here is the file code..what it suppose to do BUT DOESNT WORK
properly if try it (trust me)
i wanted to try and thought well i am a designer...hate not
trying and now i must ask you leaders for aid and wisdom....
what i want to do or have to try to do if possible is i have
5 layers separated into 3 sections...
so from frame 1-10, 11-20, 21-30....each time i load the swf
it loads one of the 3 background may it be frame 1 or 11 or 21....
code i used to do this on AS3 flash cs3 is this ....

case 2 :
gotoAndStop(11);

case 3 :
gotoAndStop(21);
**the issue with this code 1) does not realy random as some
reason third background never does appear....
2) also for some reason sometimes instead going to frame 10
it goes to 9...like wtf..
well try it my friends and let me know why or where i went
wrong as i thought i did it right
