ITEM_SCOPE and RECORD_SCOPE Validation?

Hello,
I have a block with two optional fields. I want to be able to validate that either both are set or neither one is set. Seems like I'd need to use RECORD_SCOPE validation for that.
However this block has five other fields for which I have ITEM_SCOPE validation. I like having the ITEM_SCOPE validation on these fields because the user learns of their mistake right when they make it.
Is it somehow possible to do both kinds of validation for the same block?
Is there some other way besides RECORD_SCOPE to do the type of validation for my 2 optional fields?

You can leave the validation scope at item level and use a when-validate-record trigger to perform the validation. Something like:
If :optional_item1 is null then
  if :optional_item2 is not null then
    message('error');
    raise form_trigger_failure;
  end if;
else
  if :optional_item2 is null then
    message('error');
    raise form_trigger_failure;
  end if;
end if;
