ITunes keeps telling me to set up my iPhone

Every time I plug my iPhone into my computer (I have Windows 7), iTunes tells me to set up my iPhone, even though I did this when I first purchased the phone. And if I try to restore the phone, it tells me that the 'backup session has failed'.
Before, I'd be able to resolve the issue by unplugging and replugging the phone, but now even that doesnt work!
I know there's nothing wrong with my phone, because I can transfer the pictures I took on it onto my computer fine...

Try set it up as new first then restore from backup.
