I purchased 2 songs from itunes and was charged for them, but they didn't download.
The message says "there was a problem downloading. The internet connection was reset."
I tried to "download" again, but it won't. Same message.

Have you tried using "Disk Utility" to repair your disk permissions? You may want to contact AppleCare for assistance on this one, sounds like it may be something else then just iTunes.

I purchased songs and they now have and exclamation point next to them and says it can't find the file.

Many, many songs won't play that I have previously purchased from Itunes...They have an exclamation point and says the file is corrupt or has been moved, Ican locate the files, but they won't play...Will Itunes let me redownload at no charge or am I expected to pay again. Why is this happening?

I'm not sure if your account actually has to be connected to iCloud, but you can redownload previous purchases through it.
This page details how to do that.
If it turns out an iCloud account is required and yours isn't one, I'm sure you could connect your account to iCloud now and it'd work just fine. I know I had a few songs appear on my purchase list from long before I connected mine.

Will I lose my ipod playlists from former itunes library (included purchased songs and personal cd's I burned) if I sync up to my new itunes library that DOES NOT have any of my personal song cd's?

I don't know exactly what they said b/c they are nolonger on my screen. It said something to the effect of "incomplete dowload, there was an eror during the dowload of *Song*".
The songs purchased were showing in my purchased list with an "exclamation point" by them, which I believe indicates the download was incomplete. I restarted iTunes and the songs are no longer on my "Purchased list".

copy the songs that you downloaded as admin and put it somewhere you can access it from you're preferred account (usb stick / cd / shared folder / external hard drive) log into with you preferred user account and drag and drop the files on top of the itunes icon and they will be imported.
if you have a second computer you could use home sharing to move the music from admin itunes to the second computer and from the second computer to the preferred itununes
ps you can only connect 5 computers to you're itunes account so don't forget to de-autorise when you no-longer wand it.

I understand you have purchased content from inside an application on your iPad, but when you try to access that content you get an alert that it has been purchased but not downloaded. We know your credit card has been charged because you contacted the bank. At this point I would suggest reporting the issue to the iTunes Store. You can redownload your iTunes store purchases, but you'll need a backup to recover the playlists.

You do not have to remove anything in order to use your balance.
It will use the balance first.
