Keep getting ora-12514 for client test TAF to primary or standby readonly

I kept getting ora-12514 error while trying to access to the database.

Hello;
( Consider a different service name, see my comment below )
After you start the service
exec dbms_service.start_service('hyrdev');
I would expect you might set Several of the default parameters
Ex.
BEGIN
   DBMS_SERVICE.MODIFY_SERVICE
   ('hyrdev',
   FAILOVER_METHOD => 'BASIC',
   FAILOVER_TYPE => 'SELECT',
   FAILOVER_RETRIES => 200,
   FAILOVER_DELAY => 1);
END;
/Also your startup trigger is much different than anything I have seen.
My Example (This was taken from the Oracle document and almost certainly pretested by Oracle, why change it?? )
CREATE TRIGGER CHECK_ERNIE_START AFTER STARTUP ON DATABASE
DECLARE
V_ROLE VARCHAR(30);
BEGIN
SELECT DATABASE_ROLE INTO V_ROLE FROM V$DATABASE;
IF V_ROLE = 'PRIMARY' THEN
DBMS_SERVICE.START_SERVICE('hyrdev');
ELSE
DBMS_SERVICE.STOP_SERVICE('hyrdev');
END IF;
END;

"lsnrctl status" will confirm if you are working.
MY test
  Instance "TRAINING", status READY, has 1 handler(s) for this service...
Service "ernie" has 1 instance(s).
  Instance "PRIMARY", status READY, has 1 handler(s) for this service...
The command completed successfullyFrankly I would use a different alias than "hyrdev" because by using that you make it very difficult see the new service.
Your Tnsnames.ora looks correct. Try using different service name.
You can always delete it later :
  DBMS_SERVICE.DELETE_SERVICE('ernie');
