how can i get this ipod reset. She now has an iphone so this is going to be used by someone else in the family and should be simple to do but itunes just keeps booting it out even though it recognises that it was previously connected to our itunes account as all of the children were on my account

That has nothing to do with an update server. Do the following:
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.
iOS: Forgot passcode or device disabled
If recovery mode does not work try DFU mode.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes

I havent seen anything confirming this but I suspect not. that would require you keep logging in and out of the two accounts since you can only sign in to one at once. In iTunes on your computer if you log into another iTunes account you can't log into another one for 90 days. As I say I've seen nothing confirming this on a mobile device, but I suspect it will be the same.

I plugged in the 10w charger and the battery icon has not shown any progress after 3 hours on the charger. Is it my battery or do I need to be more patient?

The battery symbol will change when it is connected properly. It will not show the percentage, but a sideways lightening bolt indicating charging.
I tried to charge my new iPad using my PC, because this worked OK for my iPhone, but I now realize PCs do not have adequate wattage to charge the iPad.
Are you certain this is the original charger?
Many wall chargers do not have the wattage intended for the iPad, only for the iPhone.

Do the recipients have an iPhone, iPod touch or iPad with the Messages app and are yo calling the email address or phone number they set up for Messages?

Is his iPod usually synced to a different iTunes library/computer? If so, that would explain the message iTunes is giving you. An iPod is designed to sync with only one computer/iTunes library at a time. If you try to sync it with a new library, the iPod's contents will be erased and replaced with what is in the newer/different iTunes library.
So if there is content you would like to add to his iPod, simply transfer it from your iTunes library to his.

Using the iPod Touch for Productivity (To Do Lists)

I've been looking around for a good "To Do" list that I can throw ideas into, with due dates, etc. as soon as I think of them and haven't really found anything I like yet. I really need pop up reminders to generate with it as well. Any suggestions?

The ones I've used have been ok, they are simple with no pop up reminders because they aren't date driven, so I have to remember to go look in on them LOL. That may be the best solution for me because I don't think Apple will let any of the companies pull data from iCal, and since the date driven ones work with a calendar, you end up working in two calendar systems (because I want to continue with iCal since it syncs so its a no win situation.
I was hoping there is one out there that I just haven't heard about. Perhaps there is one that's a little more sophisticated that I could put alarms in and get pop up reminders and set up some repeat tasks, etc.
