I just figured out that submitting through https://buy.itunes.apple.com/WebObjects/MZFinance.woa/wa/publishPodcast (found through the podcasts section in iTunes) works where https://phobos.apple.com/WebObjects/MZFinance.woa/wa/publishPodcast (found at the "Submitting a Podcast" link at http://www.apple.com/itunes/podcasts/specs.html#submitting) does not. I had my custom built system hard linked to the other URL and it failed every time after providing the URL to the feed in iTunes and submitting my Apple ID. -

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

Restore...
From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.
There's more to try but let's go a bit at a time. -
Hi, I'm having trouble with my Ipad 2. I was recently playing a game and my ipad just shut off on me. Then when I turned it back on it was stuck on the Apple Logo and it won't go to the home screen at all. I plugged it in my itunes but I don't know what to do from there. I left it charged hoping the apple logo would dissappear but it didn't and now for some reason the battery is always dead. I really need help. Does anybody have any suggestions? Please.
Did you try rebooting the iPad? You will need to have some battery power for this.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

iCloud backups do not have seperate passwords, it is merely the password to the Apple ID.
If attempting to restore via iTunes on a computer and the system prompts for a passwod to restore, there are two possible options:
1) The user enabled backup encryption. If so, enter the password. There is no way to reset or remove this password.
2) The backup is corrupt. If the user never selected backup encryption and the backup is asking for a password, the backup is corrupt. Delete the backup and restore as new.
Relying on PhotoStream for storing all your pictures taken with the device is extremely unintelligent. Old pictures roll off of PhotoStream after 30 days or 1000 pictures, whichever occurs first. -

However, if not the computer you normally sync with, or no iCloud backup, you will only be able to restore as a new device. All data on your phone will be erased -

Did you ever back up your phone on the computer?
Did you use photo stream at all?
May I suggest changing your passcode lock to a letters and numbers lock (if not all ready it will make your iphone more secure and a restore lock otion shouldent be needed). Then change your setting as well preventing restore after ten incorect passwords.

If you enter the wrong passcode six or more times, you'll see a message that says one of the following:
iPhone is disabled
iPad is disabled
iPod touch is disabled
You can also set your passcode lock to wipe the device after 10 unsuccessful attempts (Settings > General > Passcode Lock > Erase Data)

You've connected the iPad via cable to your computer, and your computer's iTunes is up-to-date ? If it's icon isn't showing then try one of these troubleshooting pages :
PC : iPhone, iPad, or iPod not recognized in iTunes for Windows - Apple Support
Mac : If you don't see your connected device in iTunes for Mac - Apple Support
If the iPad is disabled then you'll need to reset the iPad back to factory defaults, after which you can restore to your backup
