Nav bar doesnt line up in browsers - help please

Question

Hi All
Well I spent another day trying to get this to look the way I
want to and again I just cant seem to do what I thought would be an
easy thing,
I have upload so you can see this

Ok in firefox it puts the nav bar exactly where I want it -
the nav bar vertcial is centered with the blue line, but if you
look at this in the dreaded Internet explorer 6 to which if I met
the person /s who invented this (mentioning no names ) i would
probably give them a good telling off. - the nav bar is slighty
lower - and nearly in the blue rectangle
I know there is a lot of <p>'s - its just to show you
what this is doing
I have tried making it an absoloute div - the results are the
same. Please if there is anyone out there who knows how to rectify
this I would be extremely grateful.
