New logic of priority in Notification

As Is: When you create a notification, after you select u201CPriorityu201D and enter, the u201Crequired endu201D date that correspond to the priority chosen will be filled in.

As Is: When you create a notification, after you select u201CPriorityu201D and enter, you will get a pop-up question "Do you want to specify new dates?". Then, if you click on "Yes", the system will automatic fill in the u201Crequired endu201D date that correspond to the priority chosen. If you click on "No", the system will do nothing and leave u201Crequired endu201D as blank.
Problem: In fact, this logic is very confusing and many users complain. What user expect is in the opposite way. When user click on "No", it means he/she doesn't want to specify new dates and want the system to automatically fill in the "required end" date correspond to the priority chosen. If user click on "Yes", it means he/she want to make change, so there is no need for the system to pop up "required end" date for them.
Question: Is this a bug in SAP? If I would like to change the logic, where should I make change.

Thank you very much, it helped, but another problem appeared.
In queries all customers (and their count(insurances)) are shown despite all the filters on other dimensions.
For example I can set filter to Product Name = Product1 AND Shop Name = Shop1. Then the result wiil be like this:
Customer Name| Count(Insurance ID) | Product Name | Shop Name | Sum(Sales, $)
Cust1 | 3 | Product1 | Shop1 | 1234
Cust2 | 1 | Product1 | Shop1 | 4321
Cust3 | 2 | <empty> | <empty> | <empty>
Cust4 | 1 | <empty> | <empty> | <empty>
That is, Cust3 and Cust4 didn't by Product1 in Shop1 but they are in the query results.
How to tackle this problem?
