Performance issues while issuing cursor

Hi All,
I have two tables, Tab1 contains 8000 rows and tab2 contains 2000 rows. I need to check which all tab1 data are missing in table2. I wrote the comparision query using cursor within curosoe and its working fine also but its taking a long time. any other suggestions to do this or to improve the performance time.the code which i wrote is

i cut short my requirement that i need to check which records are missing in the second table. I need to use PL/SQL because if the rows are present then i need to update a flag in a third table and some other requests also. The code with does as per my need but its taking a long time. so i was wondering is it because of 8000 rows in the table or because of use of cursor or some other reasons.
