Programmer not a DBA

Question

Rather than develop my PHP/Oracle application on my clients site I wish to get started on my own desktop.
I have downloaded and installed Oracle 10gEx on my Windows XP desktop.
I have little ambition of becoming a DBA(I have enough trouble with MSSQL) I just want to create my program in a convenient environment.
I now need to create a database called s6s containing two tables, members & transact. Please someone tell me how do I go about this?

I am back again, once terms have been clarified, the next challenge is to connect your applications with the usual s6s connect string, no problem, just declare a tnsnames entry to point to the XE database, with the same structure, but with the S6S name.
I don't know the details on how you declare your tnsnames entry, but I'll expose two options:
1. Using the TNSNAMES.ORA. This file can be found at %ORACLE_HOME%\network\admin\tnsnames.ora. %ORACLE_HOME% is the directory where your RDBMS is installed, you can check from your command prompt where it is.
Once found, back it up, and edit it. You'll find something like this:

  (DESCRIPTION =
    (ADDRESS = (PROTOCOL = TCP)(HOST = yourHostname)(PORT = 1521))
    (CONNECT_DATA =
      (SERVER = DEDICATED)
      (SERVICE_NAME = XE)
2. Using php to declare your connections string, in case you use this method and point to the XE database, same way as above.
