Seeking customization help

Question

I've been trying to add a custom toolbar, er, insert bar, to
DW 8, so far without success (actually, I added a custom insert
bar, but the button I added, just basically copying one form
another insert bat, didn't work as expected). But in trying to get
all this to work, I realized that, for my development environment,
I could use a specific function. I don't know how to make it
happen, and I thought I'd ask here to see if it could even be done.
Here's the basics. I'm working in an environment where each
page is identified in a database witha unique ID. This ID is also
in the topic page as a custome metatag in the document's head
section. Then, hyperlinks aren't made by "
http://" in the a link, but by a custom in-house
text string (that still ends with ://) that designates a custom
protocol.
Now DW has long had this very convenient feature for creating
hyperlinks to other files, the Point to File button in the topic's
Properties pane. What I'd like to do is to essentially duplicate
the functionality of the Point to File button in a custom insert
bar. That is, duplicate in funcitonality such that it act the same
way: when text is selected, I can then click on that button, drag
it to a file, and a link will automatically be made.
But under the hood, I need it to actually work differently. I
need it to create the specific code for my needs. Instead of "
http://, it would need to add the correct text
for the custom protocal, and then (and this may be the more tricky
part, if it can be done at all), it sould have to find and read the
correct metatag in the target file, extrat the text from the
correct attribute, and then add that to the link string.
So if this makes sense, than my questions are:
Can it be done?
If so, how?

Yes; This could be practical solution.
As I further attempt to resolve the situation, I feel that user requirements are very difficult to meet or these are not practical, even if I get hold of FM or some other modification.
Take case of overhead costs. These are based on several primary cost elements (1 or more primary cost elements). With this situation, how can I trace back to Primary Cost Element. if there are 3 Primary Cost Elements and OH Rate is x%, I have break the OH into 3 pieces with x% and show that against each Primary Cost Element in report. The situation will be more tricky in case of Template Allocations.
The Development is likely to fail, unless SAP has some other standard way to support this requirement.
Can I conclude that user requirement in this case is noble but not practical and cannot be met?
